Turkish Precious-Metals Tycoon Takes Aim at East African Gold

In a bold move that signals a strategic shift from downstream refining to primary resource development, Turkish precious-metals investor Ozcan Halaç has proposed a C$27.2 million cornerstone investment in Canadian-listed explorer Lake Victoria Gold. Under the terms of a non-binding term sheet announced on October 20, Halaç’s Dubai-registered investment vehicle, HOB Energy FZCO, is set to acquire approximately 90.7 million shares at C$0.30 per share.

The landmark deal could reshape Lake Victoria Gold’s capital structure and operational landscape. Should HOB’s direct investment close alongside a concurrent C$5 million private placement offered to existing major shareholders, the transaction will yield up to C$32.2 million in total gross proceeds. In doing so, HOB would secure a 29.17% basic equity stake and a 25% fully diluted position officially making it a “control person” under TSX Venture Exchange rules.

For the Halaç family, best known for operating a major London Bullion Market Association (LBMA) accredited gold refinery and leading the Istanbul Gold Refinery, the venture represents an ambitious expansion into the African mining sector. The capital injection is earmarked to propel Lake Victoria Gold’s fully permitted Imwelo project toward commercial production, expand exploration drilling at the nearby Tembo property, and fund key operational working capital across Tanzania.

Yet HOB is bringing far more than just deep pockets to the table; it is taking the reins of execution. Under a proposed investor rights framework, HOB will secure up to three seats on a newly reconstituted seven-member board of directors, the right to appoint the company’s Chief Operating Officer, and equal representation on a joint technical steering committee chaired by a HOB nominee. This structural governance hands the Turkish backer decisive influence over engineering, procurement, and ongoing mine development.

“The funds would be used to move the fully permitted Imwelo project towards production, expand drilling and resource work at Tembo, and provide general working capital,” Lake Victoria Gold stated in its announcement, highlighting the dual-track strategy to advance both near-term cash-flow and long-term exploration assets.

Both properties hold strategic positioning in proven Tanzanian mineral belts. Imwelo sits adjacent to AngloGold Ashanti’s prolific Geita mine, with local contractor Taifa Mining lined up for civil engineering and contract mining operations. Meanwhile, Tembo lies near Barrick Gold’s Bulyanhulu mine, where Lake Victoria Gold is eyeing a toll-milling arrangement with Nyati Resources to accelerate short-term cash flow while exploring its vast historical footprint.

Despite the grand ambitions, significant hurdles remain before the first gold is poured. The company explicitly cautioned investors that neither asset currently hosts a mineral reserve established under Canada’s strict NI 43-101 standards, nor are current development plans backed by a formal economic feasibility study.

Targeted for closure on or before November 30, the transaction hinges on complete due diligence, regulatory clearances, exchange approvals, and the formal written consent of disinterested shareholders holding over 50% of eligible voting shares. If approved, this milestone deal could mark the beginning of a powerful new player in East Africa’s gold corridor.
