DR Congo and CMOC Strike Deal to Empower Locals in Cobalt Mine

The Democratic Republic of Congo (DRC) and China Molybdenum Co. (CMOC), the world’s leading producer of molybdenum and a major player in cobalt, have inked a significant agreement to boost Congolese participation in the Tenke Fungurume Mining (TFM) project, the second-largest cobalt mine globally.

This move comes after collaborative efforts between the Congolese Regulatory Authority for Subcontracting in the Private Sector (ARSP) and CMOC, which holds an 80% stake in TFM. The agreement ensures that CMOC prioritizes compliance with a regulation mandating that subcontractors at the mine must be at least 51% Congolese-owned.

“This agreement signifies a win-win for both CMOC and the Congolese people in Lualaba,” declared ARSP in a statement. “The Congolese will have access to a wider range of economic opportunities and a greater number of jobs as a direct result of ARSP’s intervention.”

The ARSP hails the deal as another crucial milestone in TFM’s progress since resuming operations in 2023. The joint effort between the regulatory body and CMOC aims to ensure that the revenue generated from the mine’s copper and cobalt reserves contributes more meaningfully to the economic development of the Lualaba region. This aligns with President Félix Tshisekedi’s ambitious goal of creating 6.4 million new jobs across the DRC.

The Congolese cobalt industry has faced criticism for its limited economic benefits for the local population. This agreement signifies a potential shift towards a more equitable distribution of wealth generated by the mining operations.

“The Congolese people deserve to reap the rewards of their own resources,” said an ARSP spokesperson. “This agreement paves the way for a more sustainable and inclusive future for the TFM project and the surrounding communities.”

CMOC has yet to publicly comment on the agreement. However, industry analysts believe the deal could serve as a model for future partnerships between foreign mining companies and the DRC government.

The success of this initiative will be closely monitored in the coming months. The extent to which Congolese businesses benefit from the subcontracting opportunities and the overall impact on the Lualaba region’s economic development will be key metrics in gauging the agreement’s effectiveness.
