South Sudan’s Central Equatoria Looks to Ethiopia for Investment Lessons

The Governor of Central Equatoria State, Emmanuel Adil Anthony, has returned to Juba following a working visit to Addis Ababa aimed at attracting foreign investment to South Sudan’s most populous state and drawing lessons from Ethiopia’s development model.

Anthony and his delegation travelled to the Ethiopian capital to promote the state’s open-door investment policy and strengthen ties with regional partners, meeting foreign investors and presenting opportunities across mining, health, agriculture and tourism. The delegation also toured facilities operated by the Ethiopian Housing Corporation and exchanged experiences with city management authorities, visits designed to inform Central Equatoria’s own urban development and investment facilitation approaches.

The visit reflects a broader recognition within South Sudan’s regional administrations that attracting private capital requires active diplomatic engagement and structured investment promotion rather than passive availability. For Central Equatoria, which borders Uganda, the Democratic Republic of Congo and the Central African Republic, the potential to position itself as a regional trade and investment gateway is significant, provided the security and governance conditions needed to convert that geography into economic opportunity can be sustained. Governor Adil was received on his return to Juba by Deputy Governor Paulino Lukudu Obede, Ministers, the Juba County Commissioner and senior government officials.
